My rough canon for this is that an engineer at Lexcorp who had to make containment cells for heroes and knew how powerful supergirl is. OIn the other hand though, he doesn’t want the prisoners hurt as that would result in a big retribution by the JLA. 

And thus, instead of trying to keep her bound and sick through overusing kyptonite, he designed a prison that keeps her exhausted and scatterbrained through ticklish distraction. With just enough Kryptonite to weaken but not make her sick. 

The result is a very squirmy, helplessly tickled Supergirl
