It’s responsibility is to find those, who did not make it out alive and would otherwise be lost to the dephts of the ocean. Parts of the souls of the unfortunate drowned may be absorbed by Dhelmise, giving it a place to grieve and connect with other lost souls to ensure that they do not have to endure their fate all alone.
