Basically, I don’t think Billy is dead because of 3 reasons.

1.) We never saw his body, unlike Barb, Chrissy, and Fred (no pics because it’s yucky.)

2.) He’s literally crying during the scene in Dear Billy where it’s supposedlyVecna(?)

Just thinking about how both Steve and Billy respond well to honesty.

Robin took a chance on Steve and told him the truth without leading him on. He responded extremely well to that gesture of trust and respect.

Billy’s thread snapped twice: when Steve lied to him about where Max was/not knowing who she is, and after Max lied repeatedly about Lucas.
