Do you mean the line above the words like this ?
if so;
1. I copy my text layer
2. then go to layer effects > blending options and set advanced blending to 0 ( makes the text transparent)
3. next i go to stroke and add a outline
4. now i just move the top layer (transparent text with outline) a few pixels and done !

Clockwork- uh hm… how do I put this?
Canon:
He/Him, Rather apathetic, doesn’t seem to really care about other’s emotions and messes with Danny and his friends. At one point he freezes Danny in time after as he crashed into a bell and then replayed the moment like 20 times. He is an arrogant butt head who knows everything and makes sure everybody else knows he does too. Prefers not to, but would not be afraid to murder Danny if it’s for the good of the timeline. He almost views Danny like a pet project, a little puppet on its strings and he wants to see how it will dance.
General Fanon/Phanon:
He/They Time Dad. Takes Danny under his wing and guides him, gives him a timeless place to nap or helps with history homework using their powers. In some iterations they take Danny as an apprentice and send him through time to help sort out anomalies and stuff. And maybe Danny even gets time powers of his own.
Clockwork- aka CW- hates the Observants (nosy council of eyeball ghosts with limited future sight) and rebels against them at any chance. In some versions he’s only humoring them by playing along, in others they are the ones who gave CW his powers. In most iterations CW was born a ghost, and existed since the beginning of time.
Also Clockwork maybe had a sordid love affair with the last Ghost King? Depends who you ask lol
