This is actually the cover of L. Sprague de Camp’s “Hostage of Zir.” It’s one of the Krishna books, which are a wonderful parody of John Carter of Mars, about a low-tech exotic planet earthmen can’t bring any high technology and have to visit in disguise. The dinosaur man here is an Osirian, a race of velociraptor-like nervous manic depressives who makew the Puppeteers look like John Wayne. They also have hypnotic powers, which is why this dinosaur man commands an army of pirates.
