38. Phoebe Heyerdahl

Phoebe is one of the most important female characters in Hey Arnold! - second only to her best friend Helga. She’s half Japanese and half white and fits a few stereotypes for Asian characters - she’s timid, often quiet, very bookish, and very, very smart. But despite the stereotypes, her character, like most characters from this show, really stands out and brightens the show with her emotional intelligence and her devotion and loyalty to her best friend.

Phoebe is a lovely multidimensional character whose biggest traits are her intelligence and her loyalty. It’s shown in multiple episodes that Phoebe would do absolutely anything for Helga because she genuinely believes that Helga is a good person and she knows her and loves her for who she really is. There are moments where her timidness has caused her to seem like Helga’s slave rather than her friend, but the show’s writing does an excellent job in having them work out those differences.

She also has a very cute relationship with Gerald, Arnold’s best friend; though nothing official came out of it, they clearly liked each other and flirted on and off throughout the show.
