On Tala saying that NED-B “wasn’t allowed to talk”, that was a poorly explained way of her saying that he’s a 5th class droid- the simple ones that do manual labor. They don’t get language programs. However, all droids gain sapitence over time by not being memory wiped. And from NED’s behavior, we can infer that he’s fully sapient, he’s not non-verbal.
