The Treaty of Beasts has many signatures from both sides of the Great Ocean. Once every thirty years, the Treaty is resigned and some new names can be seen sometimes. only four photographs of the last signing exist, one of which was stolen by Chief Lion, whos name is one of the many written on the document. After his death, an old photograph was recovered hidden in the pages of an aged book

The lion wasn’t the old recognizable face in the image. It seemed as though the Horns Conglomerate was involved in the mysterious Treaty as well.
