Is that canon Lucy is powerfull as much as Erza, Gray and Natsu?

They always said gemini cannot copy the person who is way more powerfull than you.

I know those Erza, Gray and Natsu making by water but probably she still use gemini for copy them.

So if she can copy them, that means she has the same power or close them.
