Anyone know anything about realty law?

My dad, my two uncles, and my aunt all are co-owners of a property they inherited from my grandmother.

My one uncle doesn’t pay rent, but by law can’t be evicted because he is co-owner. He lives in the lower apartment and it is absolutely disgusting. Not untidy, actually disgusting and gross to the point my father, uncle, and aunt are going to call the health department on him. However, the fine will be dispersed to all owners, including the three of them.

Is there anything else they could do? Like it’s literally flooding and there’s feces and rotting food. You can smell it in the apartment above him, and he seems like a garbage hoarder too. He has to go. They’ve told him multiple times to clean.
