Because he doesn’t just rob the evil rich people and give the money to the poor. No, no, no. This is what Cale does:

First, he scams the evil rich people to willingly give him money and equipment.

Then behind their backs, he uses those things to incite a rebellion to defeat those very same evil rich people.

Then he loots whatever those evil rich people have left in their possession and gives it to his allies.

And finally, he puts a better person in charge so there would be no more poor people due to extortion and oppression.

Cale is like Robin Hood… but muchbetter.
