While parrots are generally fine to be on their backs (and may do so themselves for fun) and this bird does not appear to be distressed, under the wings and on the belly touching/petting is courtship/sexual behavior that should be avoided in order to prevent sexual frustration (and the undesired behaviors associated with this) in psittacines. Perhaps @is-the-parrot-video-cuteor@is-the-parrot-vid-cute would be so kind as to give some more specific information.

It’s definitely not the right place to be touching/stroking like that, while it is beneficial to get your bird used to people handling its wings because it can be helpful at the vet, this is not a good way to do it. If a bird rolls over like this it most likely wants to playfight, not be pet.
