That npc who sells you dogs, Gene, walked by and started shooting my mutant dogs. He didn’t turn hostile though, so the turrets didn’t gun him down, but he was killing them. So I reloaded the game and walled the whole fucking perimeter off, and next time I see Gene I’m going to bash his skull in just in case.
