My headcanon for G1 Scream is him having a perfect martial art fight style, they were just short on animation budget.
“Sorry Starscream, I know we said we’d make a martial arts master, but, unfortunately, it’s just not in the budget.”
“Okay, well, what will I be doing instead?”
“Mostly we’re just going to have you fall on your face and scream a lot.”
