This is Ruscus hypoglossum, which has phylloclades that look like leaves. Out of these phylloclades grow bracts, flowers, and true leaves. The leaflike structure there on top of the phylloclade appears to be a bract.
Also these will often grow for months or even years if left in a vase of water.
