Let´s start with the spookiest of elements - Dark! For my reasoning and possible predictions check the text below! Also, I will not take natural 4 stars into consideration because they are supposed to be the superior units and just going “outclassed by 4* XYZ” is not proper game review imo.
The Good (by comparison) Tier
Corbeau:Corbeau is the most competent attacker out of all the dark element low rarity girls. Her connect provides offense, a powerful ailment in curse and some niche but nice to have status ailments resistance up. Paired with her good amount of uncap stats she can provide the damage you need if you want to go on dark offense. Although her magia is good she will need a lot of help to get there, but it´s not as bad as it seems as she is not dependant on her magia to be good. Funnily enough she is an offense unit when the Tart story depicts her as a very defensive unit (maybe that´s where the status ailments resistance up comes from). You should play her on an ailments team to make best use of her!
The Decent/Okay Tier
Arisa Narumi: If I were to describe Arisa in one word I´d be “average”. She has decent stats, is easy to slot and nothing in her kit is inherently bad. She works as a charge blaster with a somewhat basic Attack/Defense up connect. She also does a TINY BIT better at building mp than other charge blasters in this tier list as she gets 2 blast mp (amazing innit). Overall a very basic but not terrible unit.
Emiri Kisaki: Emiri is a good support with powerful ailments in Dazzle and Burn. Her connect gives Damage Up which is better than Attack up considering its easy to overcap on Attack Up since there a lot of strong ATK Up Memos in the game. Even when she was still capped at 4 stars she had a role she could reliably do. Her uncap gave her somewhat okay stats (which is not terrible since she is a support after all) and a doppel that, unlike her magia, gave reliable dazzle. Plus damage down for multiple turns is nice to have. She does not place higher then decent because she was decent to begin with and her uncap did not change much about that. If it came with more effects she would place next to Corbeau.
The Underwhelming Tier
Felicia Mitsuki: Remember when I called Arisa the best charge blaster out of this tierlist? Still holds true when looking at Felicia. She tries to do the same thing as Arisa while having worse tools. Her connect gives damage up, which is always a good thing! But Anti-Counter is essentially useless (unless you should somehow struggle when fighting the arc 1 black feathers who love to use counter). The uncap stats are okay and would be much higher if she were to be uncapped today. The biggest downfall of her uncap is the fact that all new effects were given to her single target magia and unlike Arisa who has barely any blast mp Felicia struggles even harder to get her magia out. Poor Felicia started out with bad tools and got new tools in the wrong places. Unless you really love Felicia just use Arisa (or any other decent 4* dark unit).
Felicia-Chan:Unless you are Madokami-Senpai or Rena-Chan (Idol ver.) don´t count on being a good magirepo unit. While her connect is technically better compared to normal Felicia she does skill-seal HERSELF for 2 turns. Her stats are better and if you can live with debuffing yourself for 2 turns in exchange for ATK and Charged ATK Damage up she is the superior Felicia. But being a slightly better version of an already underwhelming unit is still not good and the fact that Felicia-Chan only gains new stats and nothing else means she is an underwhelming uncap.
Senjougahara Hitagi: I´ll be honest with you I´ve never used her since her release was forever ago and she will probably never return. She is a freebie blast gorilla which in itself is very nice! Her stats are not very good but both her uncap and her SE somehwat make up for it. Outside of being a dark blast gorilla her kit is just decent and did not really get better with her uncap. She´s not bad but basically non-existent and an uncap that just gives stats is not a good uncap.
The Bad Tier
Akemi Homura (Glasses Ver.): I´m sorry Homura but you were never a good unit to begin with. She tries to be a defensive charge blast support (something we will see again in the next tierlists). Her attack is not completly terrible and she has decent HP with good Defense thanks to both SE and her uncap. So where´s the issue? Her uncap gave her connect Magia Damage up. That´s unique for sure but it doesnt make it less terrible. Any sort of ATK/DMG up would have been way better. Arguably the 100% chance to evade is nice but that´s not enough to give you a reason for picking her. Even worse is the fact that her magia damage up is increased when used on Kyoko/Mami/Sayaka/Madoka which is a waste of a slot for possibly another better effect. However what IS good about her uncap is the fact she got a doppel that gives MP Restore to allies which is a very powerful effect! But let´s remember she is charge blaster with one accele disk and nothing in her kit helps her get to magia or is valuable enough to have someone constantly supply her with mp. Her uncap failed her by putting power into her hard to access magia and underwhelming buffs into her connect. Unless you wanna run a full Homu team or you really love her just don´t use her. If you want a good dark support, pick Emiri.
Not yet uncapped
Kanoko and Ria are both good units with solid kits that have clear strenghts. They do have bad numbers though but considering uncaps seem to give more stats nowadays I´m very positive they might place rather high. Kanoko could use another effect on her magia while Ria mainly just needs some decent stats and maybe a third effect on connect. Rion is a terrible person and doesn´t deserve to be uncapped. Ayaka is not good and I doubt that an uncap won´t help her although she might be usable with better stats since she has a blast draw memo. Kuro is loveable joke character.

and yeah, i know that janna’s design is far from the best but i still have a huge soft spot for ethereal elemental ladies (i had entire elemental phase back in the day… what a time)
