A former Washington, D.C., police officer and pastor will spend 18 years in prison for sexually assaulting two teen girls.

Darrell Best, 46, was sentenced Friday for sexually assaulting a 17-year-old girl at police headquarters and a 16-year-old girl at the church where he served as pastor. He also pleaded guilty to a child pornography charge and will be restricted from being alone with minors for the rest of his life.

Judge Reggie Walton wanted Best to serve life in prison, but agreed to the plea agreement to avoid putting the victims through a trial, News4’s Mark Segraves reports.

The sister of one victim told the judge her sister no longer feels safe going to church.

“I still see the pain in my sister everyday,” she said.

“I can understand how a child who was betrayed by her minister can give up on God,” Walton said.

About 40 members of Best’s church came to the hearing wearing T-shirts that read “Team Best.”

Segraves said the sentencing was very emotional at times, with the father of one of the victims screaming Best “should die in jail.”

“The judge didn’t give him enough time,” the father said.

Court officers removed him from the courtroom.

But Walton agreed the sentence wasn’t enough.

“You should be put away for life,” he said.

Best cried during the proceedings.

The 16-year-old victim told police Best sexually abused her three times at the church, beginning in December 2014. He was off-duty during the incidents, police said. According to charging documents, Best was in uniform on one occasion when he raped the girl inside the church.

Best took at least seven sexually explicit pictures of the 16-year-old.

The second victim, who was 17 at the time, said Best sexually assaulted her in his office on the fifth floor of police headquarters after he took her out to dinner, according to charging documents. He was wearing his badge and gun at the time.

“I am hopeful the sentencing today provides some measure of comfort for these victims and their families,” D.C. Police Chief Cathy Lanier in a press release Friday.

When he is released from prison, Best will be placed on supervised release for the rest of his life and must register as a sex offender.

Best’s attorney Nikki Lotze said Friday that her client is “very remorseful” and “glad to be putting this behind him.”

A Washington, D.C., cop and preacher has been locked up, charged with sexually abusing a teenage girl from his church.

The Metropolitan Police Department arrested Darrell Best, 45, on Monday night, two days after a 16-year-old congregant of God Of A Second Chance Ministry came forward as an alleged victim, police announced late Monday.

“She felt intimidated to the point that she couldn’t resist,” the girl’s father, who did not want to be identified, told WTTG-TV, the first to report the allegations.

Another church member, who is now 18, said that Best groomed her, offering to help her begin a career in law enforcement, then taking her to dinner in December 2014 and, later that night, to D.C. police headquarters, where she alleged he forced her to perform sexual acts, WTTG reported.

“I told him ‘No’ on multiple occasions, plenty of times,“ the woman told the TV station. “And he was armed and I didn’t know what he could’ve had up his sleeve.”

Best, a 25-year veteran of the force and the pastor of the Southern Ave. SE church, has been placed on administrative leave, The Washington Post reported.

Authorities collared Best in Largo, Md., and he’s currently in jail at the D.C. Department of Corrections, department officials said.

Best noted the charges “are only allegations and when or if there is an appropriate time, I will comment further,” he said in a statement sent to WTTG. The station also quoted Best’s mother as saying that her son resigned his position at the church.

Child Sexual Abuse

Child sexual abuse can be hard to detect for several reasons. Children’s bodies tend to naturally heal very quickly and sexual predators are known to extensively groom their victims to ensure that little or no evidence of the assault took place.

While this list is by no means exhaustive, it can serve as an initial tool for a concerned party to evaluate whether they should report a possible case of child sexual abuse to the police or local child protective services.



  • A sudden regression to infantile behavior in a child that does not normally exhibit such symptoms. These include thumb-sucking, excessive crying and bedwetting.
  • Disturbed sleep patterns, sudden fear of the dark, or excessive nightmares.
  • A disturbance of appetite.
  • Behavioral differences such as fearfulness, withdrawal, and crying for no apparent reason.
  • Lashing out in school or a sudden decline in grade performance.
  • A marked increase in aggressiveness and/or anger.
  • A marked intolerance of being touched, even hugged.
  • Suicidal thoughts and behavior.
  • Strange clothing, such as turtlenecks or long sleeves in the summer.
