Personal interpretation:

It’s not that Halfdan didn’t know the destruction of Khaenri'ah (dude managed to mantain a considerable ammount of conscience for 500 years afterall), what he means is, Dainsleif, their captain, the one that holds all their morals and beliefs, is still there, fighting.

There’s no need to bring back the homeland, because Khaenri'ah was never truly lost, not when we still have those who share the memories.
