Well in fact it’s quite possible. Although rare some German Shepherds can have pituitary dwarfism, and can stay puppy-like, keeping their puppy fur and staying small in stature. While this condition makes them look like teddy bears, it comes with a batch of health problems.

Max Emil Friedrich von Stephanitz (December 30, 1864 – 22 April 1936) was a German dog breeder who is credited with having developed the German Shepherd Dog breed as it is currently known, set guidelines for the breed standard, and was the first president of the Verein für Deutsche Schäferhunde (S.V.)

I still have a theory that Kim Possible was more popular in Europe than USA during 2005-2009 which is why Disney only released EU KP comics there.
