This would be very shortly after he separates from the Kei-Kou gang - a small window between that and the investigation into places like Forge and months before her testimony. (I figure Naomi would at least stay at her job until some time after her testimony.)
The place she lets him stay at is an apartment she rarely visits since she spends most of her time at work. However, shortly after she impulsively decides to shelter Tanaka, she’s put on a brief leave due to recent events and actually stays at her place. It’s a bit awkward but amicable. Tanaka is weirdly nice to her. She’s a bit uncomfortable with that but she tries not to make a big deal out of it since she figures it’s not her place to question it.
I don’t think he’d stay very long though but they’d both grow from the experience in different ways and think back to it.
